Back in the 70's when three was a gas crunch, we had odd days or even days to purchase gas.
The same thing can be done for legendary tokens.
On odd days you can use your legendary tokens for the three latest 5 stars and get access to all the 4 stars. While on even days you would only get access to the newest dozen 4 stars.
The opposite would be in effect for the older classic five stars. On even days it gives you access to all the 4 stars, and on odd days just the latest dozen.
This is called giving your customer a choice and does not leave the majority of the player base who invested in older 4 stars enraged.
