Ultron Passive Order

Ultron has 2 passives that both 'start of the turn' passives. One is to add a new bomb to the top row and the other is to destroy the bottom row.

The current order that they process in has him place a bomb THEN destroy the bottom row. So in effect his newest bomb always starts on row 2. That means you get 1 less turn to destroy it.

This is a major advantage for Ultron. Has it always been this way (last run he moved the board so it wasn't as easily noticeable and on runs prior to that I wasn't playing the game yet)?
