This is essentially the way MPQ used to be; There were X number of toons that were vaulted by the devs, you had absolutely no chance to get thier cover until they came out of the vault, then a new set went in.

But rather than having no chance at drawing a toon out of the rotation, you have the small 5% chance to draw one of you've favorited them.

So by adding that small chance has allowed them to move back to a system they have already gone away from.

Not a fan.

Except for those lucky enough to get those characters from placement rewards.

Or those who pull those characters from vault tokens.

Or those who getting those charterers from progression rewards.

Or who pull them from champion rewards.

In other words, not vaulted at all.
