Different Events for Each Tier

My suggestion is to create different events fir the different tiers. Creating events with more manageable objectives for those in each tier.

For bronze have events with low difficulty to get the full progression rewards, Silver would be a bit harder, etc.

players in the lower tiers have some trouble achieving the more complicated objectives and miss the progression rewards. If they miss the progression rewards they have less of a chance at completing the next events.

You play against other players of your tier, when you're participating in a PVP event. So I think that evens out alll the obstacles that you have in your tier. Because it doesn't get easier in gold, to achieve the secondary objectives during events.

But for PVE events, your idea makes sense, I think.
