Give me some suggestions

I am on MPQ day 805.
I am a free player with spending less than 30 USD in these two years
I am a PVE player and played PVP occasionally for 900 points( 4 star)
Now I meet some problems with my roster because I am no sure what should I champion or level up first.
Some of my friends have the same problem and they decided to quit game.

5 star:
Phenoix: 2/5/5 :LV359
OML: 2/5/2: LV 360

Question 1: should I level up my Phenix and OML to higher level? or just wait for another 5 star become stronger
Question 2: I don't want to champion all 4 stars because 360k iso is too expensive. This really makes game become boring. My best friend also felt boring so he quit the game. So, any good suggestion???
Question 3: should I start to use cps on latest legend token? I know the possibility of single 5 star would be higher. But there would be no benefit for my old 5 star like cap spider or GG.

Question 1: If you are primarily a PvE player, then I say you shouldn't level up your fivestars right now. All you get for it is higher PvE scaling and you need to use the fivestars on all nodes.
Question 2: While it can be a bit of a slog to champ everyone, it is also a pretty good feeling when you don't have to waste any more covers and the champ rewards are pretty neat. Plus, you never know who might surprise you or get respeced. I was pleasantly surprised by Invisible Woman's rework, for instance.
Question 3: It really depends on where you want to go. The Classic Legends fivestars are a bit hit-and-miss while all the fivestars in Latest Legends are very useful (though I suppose the jury is out on Black Panther). So if you are primarily interested in getting fivestar covers, Latest Legends is probably the way to go (though you may want to wait until Black Widow leaves the Latest pool this week Before you start pulling so you don't end up with a lone Natasha cover). If you are primarily interested in more fourstar covers, Classic Legends is probably better since you get more fourstar covers that way.

Also, keep in mind that you have a black OML and green Phoenix cover coming up in the Daily Resupply in the next 100 Days. Phoenix will be done soon enough...
Another thing to keep in mind is that you have a pretty good Strange and you have a better chance to cover him with Latest Legends than you do with any of the others from Classic Legends... If I was in your shoes I'd probably aim for Latest Legends at least while Strange is there.

Thanks for your precious advice. I think I just jam in 4 star land. It's really difficult to climb to 5 star land without whale. I lost my motivation to grind pve node. So I may be need some new directions or stimulations in this game
