I'm at a crossroads right now. I currently only have six 2*s in my farm (I sacrificed a few to a roster crunch a few weeks back) and I have four unrostered 4* covers in my queue (Carol, Drax, Wasp, Riri).
With every 4*/5* cover being precious at my stage in the game (twenty five 4*s rostered, zero 5*s), I hate to waste any of them. Each one helps me to (eventually) improve my roster strength, and the 4*s help me with PvE sub scores when they are essential characters. On the other hand, HP is (currently) my limiting factor and a solid 2* farm would significantly improve my long-term HP/CP flow.
With new roster slots costing 1000HP apiece now, should I forget about rostering new 4*s for now (aside from Carol / top tier 4*s, of course) and focus on filling out my 2* farm again? Or keep on adding the occasional 4*/5* as I win them and worry about filling in the farm later?

The best is of course to not sell any 4 *, but if you have to, sell Wasp, Riri, Drax (in that order, if you don't have to sell all at the same time). Keep Carol, do not sell her!0

Seems like you really have two problems to solve.
(1) what to do with your 4 expiring covers, and
(2) what long term strategy to adopt?
For (1) keep carol for sure, even if you have to dump a 2*. She is too good to sell a cover. The other 3 are all mediocre 4*s. Obviously it's a good plan not to sell any 4*s. But that isnt always possible and you will be ok without these 3 for a while. If you are extra thorough, figure out which has been featured in pve most recently and sell that 4* first.
For (2) stop doing whatever you are doing that gives you lots of 4* covers you can't roster! Hold your tokens until you have a spare 1k HP. And stop opening them when you pull a new character that yoi uave to roster. If you grind decently hard and join a top 500 alliance you should be able to earn emough hp to keep pave with the release schedule. If you want to soend money on the game, throwing $20 or less at roster slot us an ok value (as much as anything in thus game).

Honestly, at just 21 champed 3s I'd say you aren't ready for a farm. I wouldn't even really consider one a good strategy until you have all 3s champed which by then should see you have the.majority of 4s rostered too.0
