Need help finishing a 2* roster

I'm in the midst of the long transition from a 2* team to a 3* team. Unless a 3* character is buffed my main team still consists of all 2* characters. However, I'm at a level where I consistently rank high enough in PVP and PVE events to get three 3* covers.

That said, there are still some 2* covers that I need to finish my team--my cStorm is sitting at 5/2/5 and I eventually want her to be 5/5/3; Magneto MN is 5/2/5 but will (hopefully) wind up at 3/5/5 in the future; Ares is 2/3/2 and OBW is 3/2/3. I'm having a really tough time getting covers for these characters. I can't get them from events because I'm always getting the 3* covers which I know is the right move in the long run. (In the past I would sometimes purposefully aim for the 51 to 100 rank to get three 2* covers of a character but since the devs reduced that tier's winnings to a single 2* cover the thought of holding back has never even entered my mind.) Short of spending 500 HP to upgrade each ability it seems the only way to collect 2* covers is via recruit tokens.

Is there any good way to finish upgrading my 2* characters? Has the top reward for an event ever been a 2* character? At this point it seems likely that I'll eventually have a complete 3* team before I ever hope of finishing my 2* one.

Not really. Your best bet is to win the PvE event subs to get tokens and open the tokens in hopes of getting the 2* characters. Aside from that, you would have to either use HP or bite the bullet and sacrifice 3* covers for them, which isn't worth it.

There's also the Standard token slot machine, if you've got ISO to spare. I've gotten a decent amount of 2* covers from those, none of which I personally needed but which could be helpful in a situation like yours, especially if you've got no one decent to spend your ISO leveling at the moment...

Also, I think some events still give multiple 2* rewards. Was it the last Simulator that gave multiple OBWs at the lower tier?

Nothing wrong with that, IMO. If you're already placing highly enough to hit the top tiers of PvE with the team you have, then just keep racking in the rewards and go straight to maxing 3*s instead. Sounds like the right kind of problem to have!

Of all the 2* you listed, OBW is the only one you should focus on getting, the rest can come as they arrive, but OBW will be a combat multiplier well into your 3* life.

I just thought of another method--the 600 point progression mark in PVP generally has a 2* cover. PVE does this sometimes as well. Even still, it seems awfully hard to collect 2* tokens at this point in the game. A bit odd that it's easier to collect Rare covers (3*) than Uncommon ones (2*).

I'm in a similar ( a little better ) position as OP, and believe me, the 600 points progression rewards have been of no help for the moment, the last few tournaments have only seen MNMag(mostly red and blue, just once purple), Thor, Wolvie and Storm. Ares and OBW have only been featured as 51-100 placement rewards and being handed out one at a time, there's no way I'll pass up three 3* covers for them.

Unless I get lucky I risk level capping my first 3* before I get a full OBW

I know that most people will shoot me for this advice, but I completed my **covers by purchasing the daily 100 token for a week straight. I guess if you considered spending 500 on a specific one but had a few needs, the lottery may be an option for you. Otherwise like Talahamut said there's also the std token slot machine.

Too much risk of Bullseye turning up for me to do that

I'm in a similar position to the OP (with a few more 2* covers) but I'm constantly having to work out whether to keep pushing for 3* covers or back off and be happy with the 2* reward. I backed off the Simulator to get OBW covers and sacrificed my shot at CapMurica but I think that was worth it.

The problem is, without Lazy Cap you had pretty much no chance of getting Human Torch because of the character-specific nodes. (Let me know if I'm wrong.) And without Human Torch you'll have no chance of placing high in the next PVE for the same reason. There's absolutely no way I'm going to give up on multiple 3* covers just to get a 2* cover plus the 3* alliance cover.
