C5p at 10 covers

I currently have a lv 420 OML (5/1/5) and a lv 405 PHX (1/4/5), which will soon be lv 420 (2/4/5.. thank you daily login rewards!).

I now have a Steve Rogers 5* at 2/4/4. Does it make sense to level him up to 405, or should I wait until I gain more covers for him?

I'm sure that people will say I should just wait... It's just so hard to wait!!!


Btw I have SS at 5/1/5, but I'm waiting to level him up until he has 13 covers, and even then probably not until he's my second or third champion.
