Alliance bank or Kickstarter like funding

For our alliance, buying new spaces seems to be at a spot where it is too expensive for one person, but would be completely reasonable spread out across the members.

I'd like to see a system where users of the alliance could chip in to an alliance account that could only be used for slots or future alliance purchases developers might be considering. Coins could be permanently alliance property once donated, or could be refunded if not used in a week, like a Kickstarter that didn't hit a goal.


Either way, $10 worth of HP is a bit much, but a few of us would be happy to chip in 100-200 HP.
