5* Widow: Makes sense to move all flagship MCU characters to the top tier
Agent Venom: I guess this is a Dev favourite character...
Medusa: Inhumans are being pushed in the comics.
Thanos: MCU Big Bad
Captain Marvel: Civil War II happened everyone!
Iron Heart: New characters being new characters should surprise no one

Missed opportunities:
God Doom or Molecule Man (Secret Wars happened everyone!)
Viv Vision (she's joining The Champions and is an interesting way to make 4* Vision)
4* Dakken (I feel bad suggesting this, but he's Marvel's turd that just won't flush)
Red Skull (probably the biggest bad running loose in the comics who's still currently unreformed, could make an interesting Evil Xavier in the 4* or even 5* tier)

Characters that are not relevant to any format of game, any of the movies, or the even the comics:
Gambit. Gambit sucks.
