Allow purchasing first cover with CP

When CP were introduced, one of the changes made was that additional covers for recruited characters were able to be purchased with CP only, and not HP.

Since CP can't be "bought" in the traditional sense, and since the cost per cover is fairly significant, it would seem to me that it would make sense to allow players to purchase a rostered character's first cover in a color with CP, instead of being at the mercy of RNG.

    Totally agree with this. Maybe at least make it more expensive than a "regular" bought one. Like 30 or 40 cp for a 3* or sth like that
