AI passive issue

If the AI for some reason has their AP reduced by a passive if the passive goes away they still get the effect during that turn.

For example. If starlord has his yellow countdown out on the board and it expires when his turn starts. His costs should increase on that turn. However if Starlord has 6 red he will still use his power even though it should increase to 8 once the countdown expires.
