I went out of my way and googled S.H.I.E.L.D dudes' rosters.
Level 3 Translocation at level 141 does 457 damage per swap (up to 7) - Flash.
Level 4 Translocation does 546 damage per swap (up to 9) - Polarity.

If your Alliance has all the max builds of a particular maxed character, say level 141 Psylocke, with levels 3, 4, and 5 for all powers, then go to the Character forum for that character and mention your Alliance and the members of that alliance that have each build. Then, give any stats that aren't mentioned in the Compendium for how the different levels work.
