I got 7th place in the daredevil event in level 3, and I cant compete in level 4 in the upcomming event

    I think you understand the concept of SHIELD levels wrong. Better placement will not gain you access to higher levels; only gaining XP will. If you can't enter an event in level 4 yet, that means you still need to earn more XP (by the usual means: clearing out PVE nodes, fighting PVP, opening packs, leveling characters).
