Another Alliance ?

MY alliance had kicked me out on accident. When I try to rejoin it will not let me. It tells me That I was kicked out and try again later. Is there anyway I can get back in?

    Wait an hour. A recent change to the cooling period went into effect... from 68 hours to 1 hour.

    When was the change done? I have been out of the Alliance since yesterday and I just tried again and still getting the same message?
