So both are maxed covers and i will have the iso by the end of the weekend, but who is a better investment?

Star-Lord. X-23 is definitely not bad when boosted, but she only really works with a partner who makes strike tiles and you have to get matchable traps in order for her big damage to fire. Meanwhile Star-Lord can support almost anyone effectively and is (to me) much more annoying to fight.

I usually decide based on whoever will be boosted next for upcoming PVE/PVP week. Or whoever's turn will be up for Crash of the Titans. Having a champed 4* for the Crash nodes are pretty much a win with the right board, or after a few tries with boosts.

I like the new and improved Starlord for PVE play. I've only used X-23 when she's boosted in PVP. Solely my opinion based on my playing preferences. Good luck. Eventually I think you'll end up champing them both.

If it were me and I had them both at 13 with no pending covers waiting, I'd save the ISO until one of the following happens:
    A. You get a 14th cover for one of them.
    B. You get a compelling case to use one of them (Clash, essential, PvP, etc).

I wouldn't dump the ISO into champing either until you have a reason, that's my take.

Based on the recent character rankings data it looks like X-23 ranked 9th and Star-Lord 14th so they are in the same general range.

I like both of them but unless you don't play Story Mode, Starlord, all day every day. Any node with 2 or 3 goons, he can bring joy into your life. IM40 levels of joy. Pair him with Dr Strange and your anti goon play is on a whole new level.

For a supposedly fast character, X-23 is remarkably slow. You need to get 10 red AP, then 8 green to change the move to something useful, then 8 green again to start making strike tiles, which only come 2 at a time, in order to make her purple cheap enough to be worth while (hope you were saving purple as you went)

She takes way more prep than I feel she should. I'd be happier if her green worked like some other 4*. If you have over 10 red, it changed to Beserk Fury. If you drop below 10 red it's Holding Back. That would be more thematically fitting, I feel. Too much red means she's angry...but once the red's depleted she calms down. Like Blade does.

Star Lord, however, has become a really useful character to have. Much better damage and a kick-**** passive. I'm just hoping one day I'll finally get those last two reds I need instead of my 11th purple.

I too say Starlord, but I have him champed and use him a ton while my 5/1/2 x-23 is not quite usable. True healing is nice, but Starlord passive and his countdown overwriting makes pve easy. Pair him with a countdown creator and his red is powerful

This is generally how I go but I just got my 13th peggy cover. I'm thinking of champing her right away. If I can post my own question, I have a cover expiring for Antman, Miles, and Electra, all fully covered. Which should I champ? Or should I do what I was thinking and champ peggy instead?

I'd be very tempted to say champ Peggy. She's more important to the current meta right now, she's excellent on defense.
Hell, my go-to shield sim group was Thoress, Red Hulk and IM40 for speed. But her red and blue actually overpower Thoress when taken as a whole, AND she slows down the enemy team, meaning she's nasty on defense too.

Also I hear good things about pairing her up with Punisher MAX and IM40. Recharge with IM40, she takes one guy out with her red, lay down the blue countdown timers, Punisher MAX uses green for AoE, maybe black after for a single nuke if you have the AP, then Peggy's blue finishes off the last few. I've got her at 11 overs, but I'm seriously considering saving up to 240 CP to buy them outright.

I have a champed Peggy and she's amazing so I would also say her as well.

Agreed, there are handful of 'must have' characters I would champion regardless of A or B happening. These 2 don't make that list.
