Now that HP reward is gone, bring back 2* cover reward

Now that you've gotten rid of the best progression reward, the 50 HP reward at 500 event points, bring back the second 2* cover progression reward, alternating with a 2* token (Heroic or event-based) when you feel tempted to serve up more Moonstone or Capt America covers. This mitigates the dramatic decrease in the quality of progression rewards (I know that the remaining rewards have been moved down a position, but the overall reward quality from 0-700 has still dramatically tanked), and helps beginning players transition to strong 2* teams by providing more opportunities to acquire relevant covers.

To be clear, since HP is no longer being dispensed, there should be 3 opportunities to score a 2* cover from the 0-700 rewards. Also, to be clear, alliance rewards have no bearing on this topic.
