4* to 5* advice

I am currently at a standstill with my roster, I have 17 4 championed and 7 more that are at max covers. I usually play PvE to max progression and PvP to 900, both in scl7. I have enough ISO to champ 1 more, but unsure if it is worth it. I have the following 6 covers in my queue.
(5/3/5) expires in 7d
(2/5/5) expires in 7d
(3/5/5) expires in 11d
(3/5/5) expires in 11d
(4/1/5) expires in 13d
(4/1/5) expires in 13d

I have all 5 rostered but I have not put much ISO into them outside of OML. Should I level up some of my other 5 or should I continue champing 4 ?

I would at least bring your Surfer up to 360 to match your OML. With 5 blue, he can save you a great number of and shouldn't mess with your scaling too much.

I would continue working on champing 4*s other than that. Of those covers you have, MK or Quake are both better than the rest but you don't have them cover maxed yet. I personally champed Drax but that was more out of spite because I kept getting his covers. He is decent while boosted but that is the only time I use him.

Moonknight and Quake are the best of that list, but you don't have them fully covered unfortunately. I personally like Falcap, but your millage may vary. He's a great enabler when Antman is boosted, those two and Switch send out purple Grows like mad. With that said, I haven't found a use for him outside of that team, and I find it works well enough without having Falcap champed.

Surfer is quite low on my list, as he has 2 colors that match OML so only get 4 colors of 5 match damage. If I was going to level a 5 I was thinking BSSM as him and OML have all colors with 5 match damage. I rarely use many as is, so having Surfer won't save me many.
