"The Other Guy" skill not working

For a few days now Bruce's The Other Guy skill has just plain been broken. No matter how much green I have it won't activate.

    It's a known issue already reported several times.
    This power was generating app crash. The power was disabled by devs in the wait for a fix.

    Please see the official forum announcement on this. Note that players with the temporarily disabled power will be receiving some small bonus when it's fixed. (I don't work for them, I don't know what it is, but I have the cover so I hope it's ONE MILLION CP. ALL OF THE CP FOREVER. Sorry, little carried away there.) Official forum announcement is here.

    Also, there was an in-game pop-up about this -- you can always view those again by going to the options menu and clicking on "Today's News".
