2nd KK cover vs. 3 OBW covers to max

Hi,
relatively new, resupply says day 63, shield rank 23. I generally vacillate between SCL 4 and 5 depending on cover rewards. My roster is in my signature.
I had been doing very well in PvE up until Prodigal Son and now struggling even more in HoD. I noticed progressive jumps in opponent levels as I rostered my 2nd & 3rd 3* covers. I may have also made the jump out of the beginner pool. (If anyone can confirm these 2 suspected factors, it would be appreciated. The other factor might have been IM40 and KK as placement rewards) Just finished SCL 5 for HoD t50 for a KK (my first.)
For Venom Bomb SCL 5, KK is a progression reward but instead of 2* covers for placement, they were recently replaced by Elite tokens. If i pick SCL 4, progression would award me I think my 8th 2* Torch (5 1 1 ), but I have the potential to win up to 3 OBW covers for placement which would bring me to 13, in a 4 4 5 build, plus 2 more in my queue.
My main question is, at this stage of my roster building, should I be focused on trying to max cover and champ my 1st 2* or adding a 2nd cover to a 3* that I will roster in 2 weeks? In other words, should I pick SCL 4 or 5 for Venom Bomb and why?
I should also note that, in my queue I have enough covers to max cover 2* storm and Daken. How much would my scaling be affected by having these 3 at 94+?
I also have 3* Hulk , Loki , Psylocke , Sentry , Rags , IM40 in my queue as well.

Although I have enough HP for 4 more slots at the moment, next slot is 350 HP, I haven't rostered any more 3* for fear of worsening my scaling even more despite each one being the 3* essential for the next PvE. (Have I cost myself more resources than I have saved by doing this?) I also don't want to put myself in the position of having to waste/sell covers because I don't have the HP or slots. As it is, i will have to work hard to earn enough HP to roster all 7 new 3* covers in my queue before they expire. I haven't been tracking if that is even possible at my current rate. (intercepts have dwindled for me for some reason to single digits despite playing 40+ matches in PvE/day and I usually get maybe 20 HP total out of it. I played 17 matches to finish HoD just now, viewed 1 intercept for 250 which is better than when it force closes the app) I do realize I can sell my 1* but I only want to do this when I need a slot for an expiring new cover and don't have the HP.
Same goes for leveling just about anyone I have rostered. Seeing how people post about having a dearth of I have hoarded almost all of mine.
Thus far I have only rostered a new 3* just prior to expiration. My plan is to roster Hulk as he expires in just over a day, as my 4th 3* and then level up all my 2* (and Jugs) to 40 if possible based on number of covers, it shouldn't matter by then in terms of scaling if I what I read here is correct and my recall accurate.
My understanding of the champ mechanic is having max covers, 13, and then hitting the level max. Do the rewards of doing this for say my 3 2* above outweigh the effects it might have on my scaling and usability of my 3*? Right now I just play whoever is boosted, I like it because I get to mix up who I play with and try to learn how to use them. (Although strange stayed in, I just love his passive to the point where I have been tempted to use CP to add to it.)
Time is also definitely a major factor as I have struggled to go from 4/6 to 6/6 clears in the last 90 minutes or less when I was having no trouble maybe 2 events ago. The increased level of opponents have increased time of matches plus use of health packs (leveling my team would also increase revive/heal times.) Playing 4 straight hours as one sub-node ends and then the next begins is wearing me down and just not feasible at times.
I have opened 1 standard token thus far total. All others are stockpiled.
Oh also I am FTP who is ok saving up and progressing slowly. My original plan was to focus on covering up all my 2* before even rostering a 3* but it hasn't worked out. TIA.

Do not hesitate to roster 3 stars, especially good ones. And Kamala is a great one. The increase in difficulty you are experiencing is likely due to leaving the newbie brackets. The only way to fix it is to keep rostering and leveling your 2/3 star characters. Do not worry about scaling. The only thing that will really screw it up is opening a legendary token and getting a 5 star. 5 stars should not be rostered until your 3 stars are approaching champion level.
Sell all but one of your 1 stars except Jug or Iron Man (you could keep black widow for a little while longer if you use her a lot) and use those slots to roster 3 stars. Go ahead and open standard tokens if you want. They will give you mostly 1 and 2 stars, with occasional 3s. Go for CL5 for Kamala progression. Personally, I would skip Sentry and Rags.
If you have enough iso to champ a team of 3 or 4 then go ahead and raise the 2 stars. You just don't want to level one or two far ahead of the rest of your roster usually. Looking at your roster, you might want to first raise everyone with 9+ covers to around level 50 and see where you stand at that point. Your opponents will be harder, but your characters will be much more capable.0 -
I agree with what Spaten is saying above.
Rostering your three star characters is a good thing at this point, you just want to try and keep your characters grouped together rather than have one character leaps and bounds above the rest. Until you have a bunch of three star characters to champion, use iso only to level them to the same point as your highest two star characters.0 -
I don't have time for propper responce, so this will have to do.
Get juggernaut to full level and then from there level your 2*s up as quickly as you can. You should try to keep 3* at no higher level than your 2*s untill you are ready to championing several 3*s.
