Game locks when leveling characters from the level up menu

Leveling people from the roster is fine, but when you choose the level up option from the menu and then pick a character, it goes to the recruit screen bug where it looks like you're recruiting a new character. The recruit button does not work, and neither does the back button. Effectively, the game is locked and the only way out is a hard reset.
