Unable to use environment ability because 1 char is stunned

IM40 30, Storm 77, and Thor 51, all alive.
IM40 is stunned because of his yellow ability lvl 1(generating red tiles)
I have 60+ environment tiles collected, however because IM40 is stunned I can not use ability.
Note: IM40 event, so IM40 has "strongest" environment tile 8 Thor and Storm are 3.

All chars have option for environment ability, it should not be blocked because IM40 is stunned.
