While a character is 'new' increase drop rates in all tokens

For a certain period of time after each new release a character is officially labeled as being a 'new' character, so rather than delaying adding them into tokens why not increase the chances of pulling a cover for them during that period instead?

It will encourage those who might spend to do so, would have little impact on whales since they would merely get more champ levels and f2p players would have more reason to get roster slots since they might end up with a marginally useful character a bit sooner.

While not feasible for 4s, there should be no reason why current vaults do not have plenty of dr strange covers beyond the rate of existing 3s and if we get any new 3s in the future that should be true of them as well.
