Heroic PVE's should have a 4 star Reinforcement Each Sub

We all know that Heroic PVEs only allow a limited roster. It is the 3 characters that are required for essentials in the Heroic PVE plus all characters that are boosted that week. If you play these regularly, you also know that there is an extra "reinforcement" that is available for each sub. They allow us an extra 3-star, 2-star and 1-star. This is usually extremely helpful (and sometimes meh).

But why not give us a 4-star reinforcement as well? Many of us have moved on to the 4-star tier and our scaling has as well. The lower tier reinforcements don't move the needle that much for those people. And of course at this point, the four-star tier is just as big as the three-star tier.

Seems like it would be a very easy fix!!!
