Alliance questions

I am posting this here to make sure someone sees it because in alliance forum it will be buried quickly under dozens of alliance chat rooms. I have not checked the Alliance sub forum recently for changes, so could someone answer some questions?

1. If a player joins an alliance while an event is still running, his points are added to the alliance total, right?
2. For how long must a player wait since he leaves an alliance in order to join a new one?
3. Is it still true that only the commanders can open a new slot?
4. I assume the slot costs haven't changed. Is it still 600 + 50*X where X is the slot number minus 5?
5. Any other recent changes I should be aware of?

    If a player leaves an alliance he can join a new one straight away.
    If he leaves his own alliance he has to wait 30 minutes before he can rejoin.

    The 1 hour timer is only for if you get kicked from your current alliance.

    5 slots are added initially when Alliance is created. Adding each N'th slot after that costs N*100 HP.
    e.g adding slot 6 costs 600 HP, then adding slot 7 costs 700 HP, etc up to maximum slot 20.

    I had the impression that each new cost 50 more than the last, but it's +100. Essentially it's Slot number x100 with the first 5 slots being free. Wow, that's expensive.

    Before allowing anyone to join our alliance we take a look at his roster to see if we notice anything strange. A new player applied to join my alliance today after we exchanged the necessary information via PMs, but his roster does seem "weird". Can anyone tell if a roster like that looks legit and whether it would have a chance at winning the latest heroes like Daredevil, Psylocke and 3* Thor. I hate it when people accuse others for being hackers and it's not my intention here, but the roster has me worried. In case you are wondering the next page of the roster has a 6 5/2/3 M.Hawkeye and a 6 1/4/1 Ares.

    if he has the possibility to hack, he got all the covers maxed.. seems to me that he had invested a lot of money recently.. doesnt see anything strange..

    Well, there could have been a fully leveled 2* Thor in there that got sold to push 3* Thor. Possibly even some other chars, the roster looks pretty selective to me, like somebody cleaned out 1* and 2* covers due to limited slots. Very likely legit, nothing you can't get by putting a month and a half of effort into it. Besides, hackers don't tend to be content with a roster like that.

    I didn't have any waiting time imposed on me to rejoin when I left my alliance.

    I'm curious. I belong to an alliance but would like to create my own. How do I do that?

    Please forgive if this has already been asked and answered, I've been on searching and this post is the closest I've come to finding what I'm looking for.

    I believe the option to create an alliance will only appear once you've left your current alliance.
