Add Friend or Foe?

What do these things do on this forum? Also how do we block animated GIFs?

    In the user control panel, there is a friends/foes tab that shows you what each one does.

    Foes are users which will be ignored by default. Posts by these users will not be fully visible. Personal messages from foes are still permitted. Please note that you cannot ignore moderators or administrators.

    A few questions:

    Does a foe know they're ignored/invisible?
    What does not fully visible mean? (Are their posts minimized or listed as hidden due to foe status?)

    A foe does not know they are ignored, as far as I can tell. When you "foe" someone, their posts are hidden and replaced by a message saying "this post is from a user on your foe list", with a link to show the post if you want to see it.
