    It has always been there since SCL's started, they just now put them in visually, you would get those same rewards before. Now you can just see them

    I'm not so sure about that. I don't remember getting two extra Elite tokens when I was ranked top fifty in CL 7. I think you indeed get more tokens with the heroic.

    basically everyone gets the standard tokens

    I think they fixed the rewards screens. In the past, you would win these tokens, but you wouldn't know until you had already won them. Now you know. And knowing's half the battle!!!
