OBW blue power not working properly

In DDQ today using OBW, her blue power won't fire off if there are no CD's available. It gave error that says required tile not on board.

Edit: Seems to be a problem only when fighting goons.

    If your team is at full health and there are no countdowns on the board then Anti-Gravity Device has nothing to do. And that's is more likely when you're fighting goons who only do damage if their countdowns go off.
