Shield Clearance Suggestion / different 4-star color

Why not have each of SCL 7, 8 and (eventually) 9 offer a DIFFERENT color of the same 4-star for progression awards in PVE.
That way you can pick the color you most want by which SCL you enter. Maybe SCL 9 will offer 2 covers, but if so, one of them should be the one not offered in 7 or 8.
