Under the heroic 10 pack it says "better chance of 3* and 4* characters!" but when you look at the info, your odds of getting a 4* character are exactly the same. Whether it is a single pull, 10-pack, or 40-pack, your odds of getting a 4* are always the same. So- blatant lie or just misinformation??

I believe they are referring to you having a better chance compared to other tokens such as Standards.

It's born out of the fact that 0.18% chance and 0.24% chance are both rounded to 0.2% on the details screen. So even though you have a 33% greater chance of pulling a 4* in a multi-pack, on the summary screen it appear the same....

now granted, the fact that the developers think that climbing from 0.18% to 0.24% is in anyway a useful in increase is most definitely a separate question...

but the actual chance of pulling a 4* is quantifiably better in the multi-pack... so "technically" not misinformation.

But given that they could easily have provided significantly different % chances without breaking the bank, the fact that they are open to this sort of complaint is a worrying indication of their attention to detail... as it really cant have been hard to set each 4* at simple 0.3% rather than 0.24% or whatever it is and then amend all the other chances to absorb that increase so their own summary screen supported their advertisements...

The actually chance is likely only slightly higher, the chance of a 4 star from a single drop was increased

likely the reduced chance of a two star drop is the amount of the 4 star increase

Yeah they're slightly higher. And by slightly, were talking the difference rounds to zero, less than .1% for any character. Just more garbage odds attempting to masquerade behind marketing doublespeak as generous, while actually being phenomenally stingy. In other words, par for the course for this game.
