Menace is broken

In its current state, menace is never blockable. This makes a card like relentless dead completely broken. I can have out 3 defenders and relentless dead goes right through them along with any other menace attacker. I've tried this with 2 reach and 1 defender or 2 defenders and 1 reach. Same result every time.

Did you guys just copy paste unblockable code and forget to add the conditional to check if there are 2 defenders/reach or what?
