Does SCL affect node scaling in PVE?

Does the Shield Clearance Level I select for a pve have any affect on the node levels? Or does it only affect the potential rewards and who I am competing with for placement?
When SCL was announced, I assumed it would be the former. Given what it does in pvp, I'm assuming it's actually the latter. But I've never dropped below SCL 7 to find out.
