Enemy team up

I find it very annoying when the enemy team is stunned, or the last non goon is downed, and then they use their team up. It is frustrating to feel like you are getting a free turn when the opponent gets another shot in. We can't use team ups when we're stunned, I feel like goons shouldn't be able to either.
