Guard Dog's resolution sequence

So I'm doing Venom Bomb and noticed that "Guard Dog" activates before all of your powers/effects take effect.

I was using 2* Thor/GSBW/Prof X.

Used GSBW's Pink power and made a 5-match, so Prof X could activate and kill the Mutant Dog.

Well guess what, Guard Dog activated before Prof X did and killed my GSBW (who would have lived to shoot Sniper Rifle, but alas....)

So shouldn't all of your effects queue up first, and then the opponents?

Yes, I nuked the Enemy Countdown tile w/ Deceptive tactics, and that triggered Guard Dog, and then Prof X queued because I had a match-5. But it seems strange (to me) that the sequence let the enemy queue up his "immediate reaction" before my power was even completed.
