PVP placement rewards during Anniversary are not double ISO

What gives, I thought everything was double ISO, the placement rewards clearly are not. They only got a small bump.

Is this because of the 6000 iso at 500?

    The anniversary events do not have clearance levels. If you look at the last non-clearance PvP event, it is double iso.

    Even the double rewards from old-time PVP are barely more than SCL7, huh.
