R106 power banner change is gone

In R106 you guys fixed this:

- Only one Power Banner is displayed when multiple countdown tiles from the same power activate simultaneously.


This change is gone. That's why people are complaining that Speed shot, trickery, and recharge are so slow. It's because the banner shows for each tile instead of once.
