This card is excessively bad - especially for a rare. Smite the Monstrous
  • Costs less
  • Kills every relevant creature
  • Doesn't draw the opponent a card
  • Is a common

DiS should probably cost 5 or 6 to bring it in line with good removal.

    I just got this card today. I was wondering the same thing. I actually chose Smite for my decks.

    I'd be okay with cost if I got the investigate instead of opponent.

    Nothing is stopping you from running it in addition to smite and is probably better than banish from existence.
    seems more playable than a good chunk of other innistrad rares.

    It's another removal for white which is badly needed in the new meta of huge creatures. I happily pay the 10 mana.

    Yes and no. It only keeps them when it gets big enough. There are some creatures you want to kill before they have a chance to grow on the next turn and do possibly lethal damage on the next turn. Sage is the perfect example of this kind of creature.
  • I don't play white, but I believe this is over costed as well. Compared to say Roil Spout, Declaration is worse in every way. Declaration activates destroy triggers, Costs the same, gives your opponent a card, doesn't allow you to create a creature, and is a rare. The only counter is that it goes to the top of the deck, but that's not really as big of a deal in this game as opposed to paper magic. In this game Declaration's investigation is just as likely to cause your opponent to top deck another bomb. We don't draw into dead draws (lands) in PQ. The important component is to at least temporarily deal with the threat and to create a mana advantage.

    I suggest 6 to 8 mana based upon whether or not Origins plainswalkers are going to have their mana values readjusted. Current levels I would place Declaration's cost at 6 and instead of destroy, use Engulf the shore effect except for a single target.

    That being said, Return to owner's library is this game's Exile. White is notorious with Exiling permanents instead of destroying them. Please consider to have it returned to, and not top, of owners library on this, as well as any other card created that is white. Top of the Library is more akin to a blue bounce effect but that's another thread.
