Captain America (Modern) buffs?

So by this statement, does that mean that Captain America (Modern) will be seeing the same buff to Peacemaker with creating a protect tile?

Per logic if Gold Characters are just beefed up damage versions of their 2* counterparts, then by that logic CA(Modern) needs to receive that skill change as well, otherwise this would be a new Rare Character and not a Gold Character
