Not sure if this is technically a glitch, but Rags blue should be true healing since it is a personal healing, not team healing.

    Nope. "Burst of health" was the design. Personally, I think the difference between burst healing and true healing should be eliminated along with damage being retained and still needing to be healed after the mission, but D3 doesn't work for the player.
