4* progression covers: RNG or a pattern?

Can you chime in, David? Should I be tracking placement rewards and progression covers in the next event to see if it's predictable, or is the color of the cover going to be pure RNG?
Also, are the 3* progression cover rewards always going to be the same color for CL7? That was true in DvMPQ and looks true in HoD as well.
