The problem with scaling in this game is the points where you feel like you have fewer options due to your progression. It isn't really about ease or difficulty, but about stuff that was once possible becoming impossible.
If you develop a clever strategy for MNM to feed blue to classic Storm and start feeling like you've "solved" the game, it feels like a kick in the gut when you get to the point where using those characters is suicidal, everywhere, under all circumstances. When every conflict is on a cosmic, 5* level, those fights don't feel special and your wide roster feels like a waste of time.
That is a scaling problem, but not one that can be fixed by better scaling. It's a problem that ought to be fixed by having different content for different tiers of play. The only place that happens now is on 3 of the nodes in DDQ, and not coincidentally DDQ is the most popular mode in the game.0
