Fixing the Queuing system

Sucks when I skip a person and they show up again in the same node right after I skipped them, especially when that happens 5 times in a row. I know there's something like 5000 people in my SIM bracket, so my odds of queuing the same person over and over again shouldn't be so great that it happens over and over again.
