Roster advice - who to level up

Adding another roster advice thread to the mix. With the influx of ISO, not quite sure which way to go and looking to see what others recommend.

Roster: https://mpq.gamependium.com/rosters/Gagnerock/ ISO: about 600k

I'm debating between leveling up Kingpin and using the extra cover I have to champion him, or doing a broad increase of all my non-championed characters to about 140/145. Then having less to get them fully leveled.

Or is there a better route to go?

Any advice is greatly appreciated.

    personally I'd do the 3s. tanks like hulk, marvel, grocket all become more useful with levels. kp is a good character. not great or a 'meta' character, but a solid one. but to me he's a bit slow (read..."pvp target"). not sure I'd want him as my first champ. I have 11 that I've done ahead of him, but he's in the next group I'm considering. I'd do 3s. and not all together. I'd let my queue dictate where it went by how many covers I have. especially if you plan on doing all of them. not everyone does, but I endorse it.

    Thank you for the suggestion. It's sound advice and I'm going to take it. Work on my 3s through what I get in my queue.
