I'm trying to make sure my scaling doesn't get too crazy, but I am starting to level up more of my 3*s as I get more covers so I have more options for the events.

So far I've been leveling the "top tier" 3*s as I get covers for them but leaving everyone else alone.

Two questions:

1) How many covers should I get for someone before they're really useful in PVE?
2) How many levels above my champed 2*s is safe for my 3*s to be without jacking the scaling?

    You don't need to worry much about scaling unless you open a legendary token and get a 5 star which is why you shouldn't until you have a few champed 3 stars.

    To answer your question about covers: Depends on the character, depends on the colors. A 0/5/5 Iron Fist has everything it wants but max level, while a 1/5/1 Cyclops is going to spend most of the match with his thumbs up his butt. Generally speaking though you'll want a high enough max level to bring them in with your 2*s and at least 3 covers in their useful skill.
