Forums bug: "You cannot give reputation so soon"

There doesn't seem to be a "site-wide technical issues" forum, so this place will do...

"You cannot give reputation so soon. You may try again later."
Seeing this message extremely frequently when I try to thumbs-up posts in the forum. Not quite all the time, more like 60% of the time or so.

(Obviously, waiting an hour and/or refreshing the page and/or waiting another hour doesn't help, I still get the same message.)

Doesn't have a very serious consequence, except that it consistently seems to be posts by certain users who I can't thumbs-up (I get it every time I try to thumb a post by EDHdad, for example), so person A's opinions might seem to be more popular than person B's, when in fact there's a technical issue meaning that thumbs given to person B don't work...

I get this too, although I'd say much less than 60% of the time... more like 20%-30%. I've also not noticed it when repudiating the posts of particular individuals, although I will watch out for that in the future.
