Koth Loyalty Change??

All of a sudden I can not seem to get Koth's 3 ability charged. I used to have it happen once a game. Now it seems it doesn't happen at all or if it does it is the last turn of the game. Anyone know if they made a change to it???

his 3rd ability is based on an absolute cost of 20 that has not changed.
so... you are either saving for it or you are blowing his loyalty 6 a turn to get yourself red matches when there isnt any.
