Down leveling for diminished iso return

Would love the ability to down level some of my chars that i thought i would use and havent.
Just to throw out a number maybe 60% of spent iso returmed per down level?
I say 60 because i feel its high enough to be useful but not so high as to encourage people to just reallocate to the boosted chars in any given week.
I know whales will prob still expolit it anyway..but they're whales they're always going to find and use every exploit avaliable....comes a point where that phenomenon should not always be the onus behind the rest of us not receiving real positive enhancements. I know its a tricky balance but just thought i would throw the idea out there and see if anyone is interested in opining
