    After the prolngues server downtime I got screwed and missed on some games so I couldn't get in top 25 which was my goal, so I did my best to at least stay in top 50. I had the same amount of points as the guy at 47, but I was placed 53 and instead of a rare, I got an uncommon. I have a screenshot of the leaderboard with less than 30 seconds remaining to prove it.
    So, there you go, confirmation that tiebreakers are random.
