Remorseless Punishment won't cast

If opponent only has hexproof creatures, Remorseless Punishment won't cast.

It happened when I had Grip of Desolation, Mirrorpool and Remorseless Punishment. The enemy had a creature I don't rememeber and a Gaea's Revenge. I cast Mirrorpool then Grip of Desolation the other creature, Remorseless Punishment got filled of mana but would not cast.

I think that subsequent turns would not get the Remorseless Punishment to cast either as the opponent did not summon any other creature.

I'm ok with skipping the 10 dmg / destroy a creature from this spell, but I would have liked the 10 dmg / discard 2 cards to proc anyway
