Are Team ups weaker?

Looking to see if anyone can confirm what I've noticed. Since the switch to all team ups from championed heroes are now 5 cover powers the damage is down. The team ups are weaker now, when I thought they would be the same or stronger.

    They're getting sent as 1-cover instead of 5-cover, yeah. There's a bug. Not sure what the timetable is on fixing it (but I'd bet R108 at the earliest)
